Here is the CDTFA’s response.

“The letter was authored by CDTFA staff members to notify a business of its responsibility to register with the Department. This is routine correspondence between the Department and a business, and at no point was this letter reviewed or edited by outside individuals or entities. The draft header in the electronic version of the letter was inadvertently left from a previous document regarding a separate business and that does not appear in any final versions of the letter, electronic or print.”
